Safeguarding Adults Team

The Safeguarding Adults Team manage all safeguarding concerns and enquiries for Adults Services and follows the Pan London Procedures.

A single specialist team manages the process following receipt of a concern.

In all cases, the responsibility for care management remains that of the allocated social worker who will work with the SGA Enquiry Officer until the case has been closed by the  Safeguarding Adults team.

Deprivation of Liberty Team

There is also a Deprivation of Liberty Team who carry out Best Interest Assessments for citizens deprived of their liberty.

The Deprivation of Liberty Safeguards were an amendment to the Mental Capacity Act 2005, and they apply in England and Wales. They will be changed to the Liberty Protection Safeguards in April 2022.

Contract Monitoring and Quality Assurance

The Contract Monitoring and Quality Assurance Team supports providers of care services in Harrow and aims to achieve excellence. This includes home care agencies, residential and nursing homes, supported living, and extra care accommodation. They assess, monitor and review the quality of the services, with a focus on prevention, support and improvement.

Harrow practitioners and agencies that are part of the Harrow Safeguarding Adults Board should complete the Harrow Multi-Agency Safeguarding Adults Alert/Referral Form.

The form should then be emailed to Access Harrow.

Out of hours

To report an urgent concern out of hours contact the emergency duty social worker:

If you are concerned that an adult is in imminent danger from abuse or neglect, or that a criminal act has taken place you should contact the police by dialing 999.

Children

To raise a safeguarding concern about a child, contact the Duty and Assessment Team:

If you are concerned that a child is in imminent danger from abuse or neglect, or that a criminal act has taken place you should contact the police by dialing 999.

The London multi-agency safeguarding procedures should be your primary source of support and practice guidance when working in the safeguarding adult's arena.

They set out specifically how the Local Authority works with other organisations in the area, such as the police and the ICB to fulfil the requirements of the Care Act, including how they:

  1. Prevent and protect adults at risk from abuse;
  2. Empower and support adults to make their own choices;
  3. Investigate actual (or suspected) abuse or neglect; and
  4. Support adults who are at risk of, or experiencing abuse or neglect.

The London multi-agency policy and procedures set out a four stage process for handling safeguarding enquiries. The stages are:

  • Stage 1: Concerns;
  • Stage 2: Enquiry;
  • Stage 3: Safeguarding Plan and Review;
  • Stage 4: Closing the Enquiry.
